The multi-award winning £4billion Norfolk Pension Fund and Local Government Pension Scheme (LGPS) is administered by Norfolk County Council on behalf 92,000 scheme members, and over 400 employers who participate in the scheme. The Pensions Committee is responsible for ensuring the scheme is locally administered effectively and efficiently on behalf of all stakeholders, including appropriate governance and compliance.  A Pensions Oversight Board provides statutory oversight.

This senior role will lead and deliver the Norfolk Pension Fund strategy, managing the pension fund itself and its administration. Accountable to Executive Director for Finance and Commercial Services, the Pension Committee (Section 101) and the Pension Oversight Board (POB), you will be responsible for strong stewardship of the Norfolk Pension Fund and all aspects of the financial and investment management of the fund.

You will also provide strategic direction and leadership to the non-profit making LGPS National Framework Team (nationally significant collaboration delivering £119m+ savings and improvements).

Leading a management team of mainly finance professionals, you will have overall responsibility for a team of c40 (full time equivalent) employees with an operating budget of £4m and £20m investment costs.  You will engage effectively within the wider LGPS and where required, contribute to HM Government thinking and policy development, taking advantage of opportunities managing and mitigating risks to safeguard the Fund’s financial sustainability and performance.

With significant pensions, actuarial and investment management experience at a senior level, you will have in-depth knowledge of local government pensions and practice and a proven track record of pensions and investments decision-making in a large and complex Pension Fund.

Ideally, you will bring proven senior experience of successful working with Elected Members/Chief Officers/senior finance staff in a politically sensitive environment within a large, complex and diverse organisation.  With a track-record of leading, managing and effectively deploying staff you will evidence improving business performance, practice and systems in line with legislation and best practice.
